Elliot Park Neighbor Support Fund

|
While the immediate harm of the federal enforcement surge has abated, the deep and serious direct impacts on our neighbors are lasting. We recognized both that the financial impacts caused by Operation Metro Surge continue for many; and that Operation Metro Surge only worsened existing layers of financial hardships for many neighbors, including food and housing insecurities, and broader economic hardships.
Therefore, we've continued to maintain, raise and distribute funds to assist our neighbors through the Elliot Park Neighbor Support Fund, with a highly aligned purpose and similar guidelines as the original Fund created in February 2026, in response to Operation Metro Surge.
Latest Updates: Until we raise more funds, we have a pause in place for new applications to the Elliot Park Neighbor Support Fund. The generosity of neighbors like you, standing with your neighbors, has gone a long way so far. So far, we've raised over $12,631 to support at least 50 neighbors with small individual financial help grants, and delivered over 500 bags of groceries and supplies, and served about 650 neighbors at our 8 extra pop-up food distribution events, throughout the dark days of "Operation Metro Surge" and its aftermath since then.
We also provided many of these neighbors with caring support and other community resource connections.Here is just a sample of what some of your neighbors had to say about the impact of recently receiving an Elliot Park Neighbor Support Fund small grant:

"Thank you so much for this help, it matters a lot to my family. These funds will help me pay down my rent, so I can keep the agreement I have with my landlord to pay my past due rent, and keep my family (myself and my two children) in my home."

"I am so grateful for the work of Elliot Park Neighborhood organization to help neighbors with the charitable needs people need most. I am thankful for the groceries you have been providing me, like the rice, milk, and fruit. And I am thankful for this financial help with my electricity bills. Seniors especially need more help, and I am grateful for the help you provide, which helps to connect the community." [statement through a Somali language translator]

"I had two strokes back in April, and I had to move due to my emergency situation. I heard through word of mouth that Elliot Park could help me out, and I really appreciate it -- this help has meant I can stay in my current housing, and not have to move again. I would love to volunteer with you all and help give back to the community that gave to me. Thank you."
While we recognize this unprecedented neighbor to neighbor generosity has a cost, we hope you also see its deep and broad value, and dig a little deeper to help EPNI keep this meaningful source of neighbor support going strong. Every donation helps -- THANK YOU, neighbors!

14th Annual Powderhorn Porchfest – Sept 19
Powderhorn Porchfest returns Saturday, September 19, from 4–10 PM along 17th Ave South between 32nd and 34th Street! This free, family-friendly celebration features 13 dynamic performances across three porch stages, headlined by Obi Original & The Black Atlantics with their Afrocentric sound.
This year, we're uplifting youth performers as opening acts, including TKO Drumline, in partnership with Rock the Rez, Collaborative Collective, and Anniyah. The festival also debuts a new all-LGBTQIA+ DJ booth, plus a beer garden, local food vendors, and activities for all ages.
Porchfest is free to attend—proceeds support PPNA's community programming around housing justice, equitable development, and wellness.

Thank You for an Unforgettable Neighborhood Night Out!
 
Dear Neighbors, Volunteers, and Partners,
We are pleased to report that Tuesday's Neighborhood Night Out and Grand Reopening of Elliot Park was a successful community event, with approximately 700 neighbors in attendance. The evening featured a ribbon-cutting and dedication ceremony for the new park and playground, joined by MPRB Superintendent Al Bangoura, Commissioner Jason Garcia, and Councilmember Jamal Osman, and the new playground was well-received by children and families.
The event offered a wide range of activities, including a community grill-out, a resource fair with 20 organizations, a bouncy house, lawn games, face painting, henna, a community art project, Pop-up Parks activities, tree-climbing, and a monarch butterfly release. Attendees represented a broad cross-section of Elliot Park contributing to a peaceful and positive neighborhood atmosphere.
Operations and logistics were managed through the coordinated efforts of park staff, community volunteers, and organizational partners who handled setup, food service, activity stations, and takedown.

MPRB's 2025 Annual Report is out!
Our parks are better because of all of us—neighbors, volunteers, local groups, and city partners working together. This year's report highlights some great wins: the new River Hub at Graco Park, more youth programs through Spark'd Studios, and ongoing improvements to neighborhood parks and trails across Minneapolis.
We're proud of what we've accomplished together and grateful for everyone who shows up for our parks.

 Know Your Rights – Free Legal Help Is Here
Neighbors, did you know most people arrested in Hennepin County don't get access to a lawyer right away? Nearly 80% waive their Miranda rights without fully understanding what that means.
The Legal Rights Center is launching the First Defense Hotline – the first program of its kind in Minnesota – to provide free, early-stage legal representation to anyone who can't afford a private attorney.

Preserve affordable housing and lower utility costs for your tenants.
 
The 4d Green Cost Share program provides property tax breaks, solar incentives, and funding for energy efficiency upgrades to Minneapolis property owners who meet the program’s affordable housing standards. Projects completed through the program have included LED lighting upgrades, insulation improvements, high-efficiency boiler replacements, and high-efficiency water heater upgrades.
CEE guides participants through the entire process by helping them sign up for utility audit programs, find contractors, review bids, access utility rebates, and apply for City funding.

Here & Gone: Commemorating ICE Abductions in MN is a crowd-sourced archival project documenting the signs and artwork installed at sites of ICE abductions in Minnesota. Since Operation Metro Surge began in late 2025, Immigration Customs and Enforcement (ICE) has detained at least 4,000 people in Minnesota.
In response, community members have commemorated these sites with art and homemade signage. These spontaneous memorials–often made of paper, pen, or paint–are vulnerable to time and weather.

Here & Gone aims to collect and map photos of these ephemeral memorials and organize them into a publicly available collection. The project seeks photo contributions of existing or past examples of how neighbors are marking sites of abductions across the state. Gen Z: The Next Generation of Democracy
Social media, Online searches, AI misinformation and the lack of younger candidates

As a 21-year-old woman, I have never known a political landscape that wasn’t
constantly changing. My Generation — Gen Z — has come of age amid political
division, rapid technological change, and constant access to information. Change and
social media may be our normal, but it's also unsettling and challenging.
The most alarming change I’ve witnessed is seeing how social media has come to
dictate who people vote for and what they believe. My parents relied on election
information from the nightly news, flyers in the mail or the newspaper. Today, political
candidates are increasingly hiring social media teams to engage younger voters and be
relevant in a rapidly evolving digital landscape. Facts and fake news are becoming
increasingly difficult to differentiate, and presidents are using social media platforms to
announce war plans.
Generation Z — those of us ages 14 to 29 — are living through these changes as if
they’re normal. And for us this has become our normal. But it does not mean we are
passive to it. This article brings attention to how my generation is feeling as the midterm
elections draw nearer. A widespread narrative suggests that “Gen Z doesn't care about
politics.” But that is not true, we are adapting, just like everyone else, to a changing
democratic structure.
The rise of social media, the normalization of AI-generated content, and the lack of
representation of our generation on the ballot are three issues Gen Z cares about and I
want to address in this article.

What do you want to see in the next Minneapolis police chief?
The City is conducting a national search for the next chief of the Minneapolis Police Department and wants to hear from residents and community members. The Mayor’s Office, Office of Community Safety and Minneapolis City Council are hosting community listening sessions across Minneapolis. Join a session to share your priorities, qualities and characteristics you want to see in the next police chief.
Community feedback will help inform the position profile and candidate selection process.

MPD Team in Elliot Park Neighborhood Effective September 2026
Here’s an update on the Minneapolis Police Department First Precinct Sector 2 Staff
which includes Elliot Park Neighborhood.
Crime Prevention Specialist Carla Nielson has been in Elliot Park for the past 2 years,
and in the Dept. for 30 years. Her contact info is [email protected] ;

Lt Charlie Cape was promoted to Lt. in September. He began his time with the City as a
Community Service Officer (CSO) in 2018. He worked as a 911 Dispatcher and became
a police officer in 2012. He’s been assigned as a Sgt. in Northeast, Second Precinct
dogwatch (nights) for the last few years and recently for 6 months in property crimes.

Interim Precinct Inspector continues to be Inspector Beth Mota. She has been in the
MPD for 29 years, in a variety of positions. Her contact info is
