    In July, EPNI welcomed our new Executive Director, Abdulrahman Wako. He'll be meeting with many groups and individuals in the neighborhood the next few weeks.

    Drop by the new EPNI office (802 S 10th St) to say hello! Wako will be in the office 11am-3pm Tuesday, Wednesday, and Thursday through the month of August

    What's New in the Park?

     

     We were able to attend and speak at the grand opening and ribbon cutting of Lutunji's Palate on May 14th!

    If you have not had a chance to try out Lutunji's amazing treats go check her out! Click here to be directed to her website.

    We had a community meeting to discuss the parking structure proposed to be built by HCMC. See the pictures below.

    Sign up your child ages 6-12 for day camps available every week June 28-August 19 for just $10

    Themes include All Star Sports, Cycling Explorers, Great Outdoors, Summer Survivor, and Wet & Wild

    Neighborhood Day Camps are back! The affordable summer day camps for youth ages 6-12 are returning to Minneapolis neighborhood parks after a successful debut last year.

    Themed, all-day camps run Tuesday-Friday throughout the summer for the low cost of $10 per child. Spots are starting to fill up, so sign up soon!

    Farmer's Market:

    Chicago Avenue between Second St. S. and W. River Parkway

    Shop local from 50+ farmers, food makers and artists every Saturday rain or shine! Mill City Farmers Market is Minneapolis’ trusted source for healthy, local and sustainable groceries, combining a vibrant marketplace with nourishing community connection. The Market’s kids veggie tasting program Power of Produce is back. On the final Saturday of each month, kids can receive $2 to shop the market when they sample the veggie of the month. Find out more here!

     The Mobile Market will still be outside of the Park Apartments every other Wednesday of the month. Visit on June 8th and June 22nd!

Both directions of I-35W between I-94 in Minneapolis and Hwy 280 in Lauderdale will be closed during this time. We will provide more information before these closures begin. 

     

    Please note that timeframes are all approximate, subject-to-change and weather-and-schedule-permitting.

    Elliot Park Neighborhood Inc is hiring a Community Coordinator 

    As Elliot Park Neighborhood is aware, there have been many changes in the last year as the organization works toward adapting to changes in the city. We are happy to announce that we were able to hire an Elliot Park Administrator! You will have the opportunity to meet her at the Meet and Greet event on May 14th.

     

    The board is currently accepting applications and interviewing candidates and hopes to have the new hire start before the end of the month. We are searching for bilingual (Somali/English) candidates. Interested candidates may apply on indeed, search for Elliot Park Neighborhood Community Coordinator.




     

     


    Community Connections Conference

      

    Register now for an exciting day of learning, connecting and community conversation. The City’s free Community Connections Conference May 21 connects residents of Minneapolis, community groups, neighborhoods and local government. This year's conference theme is "forward together," welcoming all communities to reconnect with the city and get involved in moving Minneapolis forward.

    We are seeking volunteers for the conference. You can help welcome guests, guide people to community conversation sessions or keep lunch services running smoothly. Bilingual volunteers are especially helpful. Sign up to volunteer.

    The Minneapolis Violence Prevention Community Champion Institute is for adults in the community who want to be more actively involved with violence prevention efforts. The institute focuses on building knowledge around the public health approach to violence prevention and adverse childhood experiences while also teaching skills around de-escalation and conflict resolution. The next institute will be on Saturday, May 21 from 10am-3pm at UROC in North Minneapolis. We’d love if you can share out the registration link:

     The City of Minneapolis delivers lead-free water to its customers. However, if your service line or home plumbing contains lead, the lead can get into your drinking water. 

     There is no safe level of lead, and it can cause serious health problems. 

    You can request a lead testing kit to check for lead levels in your water.

     

    State will soon offer help with COVID-related housing debts

    • The HomeHelpMN program will begin accepting applications for assistance on Tuesday, May 17. The application period will be open through Friday, June 17, but homeowners should not wait to apply.

      HomeHelpMN provides assistance for homeowners who have fallen behind on their mortgage or other eligible housing-related expenses due to effects of the pandemic. Eligible homeowners may receive up to $35,000 in assistance for past-due expenses.

      Funds for the program are limited, and need is expected to be high. If applications received during the application period exceed available funding, applicants may be put on a wait list. Homeowners should submit their applications as soon as possible after the application period begins.

      For more information about the program, including who is eligible to apply and what expenses are covered, visit HomeHelpMN.org or call 1-800-388-3226. The Call Center is open Monday – Saturday from 8 a.m. – 6 p.m. A Language Line is available to provide access for callers who prefer a language other than English.

    Farmers markets opening for the season:

     

    The 2022 farmers market season is underway.

    When the Midtown Farmers Market opens for the season in June, it returns in its original location at 2225 E. Lake St. This market was the first farmers market in the state to allow shoppers to buy food with Supplemental Nutrition Assistance Program (SNAP) benefits, and its return is important to the community.

    Shopping at farmers markets is an easy way for everyone to get healthy, local food on the table. The Market Bucks incentive matches up to $10 worth of coupons per day to customers who use SNAP benefits to buy eligible food at participating farmers markets. Participating markets are noted in the farmers markets map and downloadable list on the City website.

    2021 was a record year for SNAP EBT and Market Bucks citywide, bolstered by pandemic EBT funds. Farmers market customers in Minneapolis spent more than $182,000 in SNAP and Market Bucks last year using regular and pandemic SNAP dollars.

    Center Point Energy Bill Assistance

    If you or someone you know is struggling to pay their home heating bill during these colder months, The Energy Assistance Program helps pay for home heating and water costs and furnace repairs for income-qualified households.

    What is the Energy Assistance Program

    • The Energy Assistance Program (EAP) is a federally funded program
    • Grants are paid directly to your energy provider, or utility company, for your bill.
    • Grants range from $300 - $2,000
    • Grants are available to renters and homeowners.
    • Grants are based on energy cost, household size, and income.
    • Grants may be given to households with income at or below 60 percent of the state media income.

    How can they help?

    • Payment of energy bills.
    • Payment of water/wastewater bills.
    • Help with utility disconnection or fuel deliveries.
    • Education on efficient and safe use of energy.
    • Advocacy with energy suppliers and human service providers.
    • Repair or replacement of homeowners' broken heating systems.

    Ringing in 2021!

    2020 was challenging to say the least. Many of us lost loved ones, struggled with our own mental and physical health, experienced financial challenges, and navigated social isolation. This year has highlighted the simple things that we may take for granted and has shined a spotlight on the limitations to the systems designed to support us. As we enter the new year, I hope that you are able to connect safely with others and ready yourself for the long road but exciting adventure 2021 will be!

    As we enter 2021, I want to take a moment to reflect on the impact of EPNI's work during this challenging time. While our initiatives weren't quite what we and many others expected going into the year, we feel good about our ability to pivot and adapt our work in response to our communities developing needs. We are grateful to the many volunteers that came when called and to our dedicated board members who made it possible to launch new initiatives and support the community in new and creative ways.

    As we consider 2020, we would like to highlight some of our adaptive events we were proud to be part of:
    • Distributed over 500 cloth masks to community members
    • Hosted 4 pop-up low-cost food markets
    • Pivoted to virtual community meetings
    • Launched our EPNI Facebook Group to encourage connection
    • Hosted a socially distanced Elliot Park Art Walk
    • Delivered weekly food to 150 households in partnership with House of Charity
    • Hosted two socially distanced anti-racist conversations
    • Hosted a number of community safety meetings and created a new Community Safety Committee
    • Supported relationship building among businesses to address issues
    • Supported small businesses in navigating COVID-19 relief resources

    We look forward to continuing our work in 2021 and seeing you in person when it's safe to do so. I wish you all a safe and healthy new year!

     December Building, Land Use, and Housing Meeting


    Missed the BLUH meeting? We've got you covered! Qannani Omar & Nichole Buehler of Harrison Neighborhood Association presented information on the Tenant Opportunity to Purchase Act (TOPA) that is currently be considered by the City of Minneapolis. The group discussed and a motion passed to support TOPA, with a preference for "Option 2", the right for tenants to purchase or assign their right to purchase to a qualified buyer/developer. This motion will be forwarded to the EPNI Board of Directors for consideration. Want to know more about TOPA? Be sure to watch Qannani's presentation in the meeting recording.

    Glen Johnson, BLUH Chair, shared updates on the many developments happening in our neighborhood. An astonishing 1,618 units of housing are expected to be added by 2022. Be sure to check out the presentation slides for details!

    EPNI HOSTS NEIGHBORHOOD SAFETY MEETINGS


    A sense of “community safety” is a key component for any neighborhood to thrive and grow.  In recognition of the spike in crime across the city this year, EPNI has relaunched our community safety committee.  As a small urban neighborhood, Elliot Park faces challenges in confronting this issue and EPNI is working collaboratively with our community members to address neighborhood safety. We highly encourage your individual involvement based on your comfort level with activity.  If you see something, please say something! 

    It is important to realize that as a neighborhood association, EPNI has limited resources to directly apply to any solution(s) by itself.  Therefore, it is essential that residents’ along with your fellow neighbors’ get involved and partner with us to collectively achieve anything!  EPNI acts as your voice with our elected officials and city agencies, and we will continue advocating for needed attention pertaining to law enforcement, social services, and housing as they all intertwine with community safety overall.  However, your ongoing participation with us will make our voice even more effective!

    The next regularly scheduled EPNI community safety meeting will occur Monday February 1 at 6:00pm.  Currently we are collecting information based on input gathered at the last meeting, including best formats for any local volunteer driven neighborhood watches and possibly creating a local Elliot Park data base for reporting safety issues. 

    Meanwhile, EPNI has also created a designated email address to contact us about community safety issues intended to further our dialogue with you.  When contacting us at [email protected], please provide your name, location of issue, and any pertinent details or suggestions you wish to relay, and always in a respectful manner.

    Minnesota and Vault Medical Services have teamed up to offer at-home saliva testing for everyone at no cost. Go to Vault: No-Cost COVID Testing For All Minnesotans to order a test.

    Testing is encouraged and available to everyone, whether or not they have symptoms. Testing is one of the best ways to stop the spread of COVID-19 and help prevent exposing your loved ones to the virus. The COVID-19 test is FREE, and you do not need insurance for the test. If you need medical care but don’t have health insurance, the Minnesota Department of Health offers resources to find low-cost health care or health insurance.

    Adult and pediatric patients will be seen in order of arrival (by adult and pediatric teams respectively) until we reach capacity. Generally, we can see pediatric patients and anyone who has already completed an e-visit or has a COVID order placed until closing time. If you do not already have a COVID order and are ill and need to see a doctor, you will be seen on a first-come, first-served basis until the clinic has reached capacity for the day. The time in the map below reflects current wait times and access to the Viral Screening Clinic based on the most recent demand and can change quickly.

You can expect to get your test results in about two-three business days. Same day testing can be done for health care workers, first responders and essential workers.

    Who we are:
    The COVID Care Project helps individuals who were impacted by COVID-19 by offering support for emotional and physical needs. We intend to help people who have been affected by COVID (and haven’t we all) or other major or minor life stresses. We are a call-in line that can help support people, because everyone needs a little help sometimes. We can talk to callers about what is bothering them and how to manage it. We are good listeners and want to support the community with all that has been going on.

    Eligibility:
    People who have been impacted by COVID-19. It is an anonymous, confidential and free service that has access to interpreters as well.

    Connection:
    We also can help them find resources to make their life easier. We can connect them to numerous local and national resources for their health, financial well-being, housing, employment and other things. We are available to talk with groups about life with COVID and how to manage it.

    • Emotional support/a listening ear
    • Education about responses to crises, like COVID-19
    • NorthPoint services like food shelf, MNsure, housing, medical, dental, behavioral health and other human services
    • Local and county resources such as financial assistance,  case management and emergency services

    • People saying "thank you" or a random act of kindness from a stranger.

    • Visiting a local gallery or museum.
    • Listening to the wind in the trees.
    • Taking a warm bath

  • Apply Now! Tenant Organizer - Americorps VISTA Program

    Elliot Park Neighborhood, Inc. (EPNI) has been selected as a 2021 host site for a full-time, Tenant Organizer VISTA through HOME Line's Affordable Housing Preservation Program -- a part of the AmeriCorps system. We are looking for candidates who will inform and activate at-risk renters to preserve their affordable homes and prevent displacement.  The project will build a network of existing tenant associations, identify opportunities for building tenant associations, begin building needed tenant association(s), identify funding opportunities to continue supporting tenant associations, and connect tenant associations EPNI.

    EPNI is a small organization and our team members are encouraged to learn and participate in areas outside of their role to gain a broader understanding of working with community and non-profit management.  With this VISTA placement, you will gain skills in: community organizing, interpersonal communication, external communications, relationship building, stakeholder analysis, fundraising, grant writing, non-profit management, and more!  In addition to the benefits and stipend provided by the AmeriCorps program, EPNI offers an additional housing stipend of $200 per month.  

    This position requires the VISTA to be located in the Twin Cities, and the work environment will include both remote and in-person responsibilities.   • Join the EPNI Board of Directors!

    EPNI is governed by a 15-seat Board of Directors composed of residents and employees of the Elliot Park neighborhood. The Board helps shape the future of the neighborhood by setting the vision for the organization and allocating financial resources toward that vision.

    Due to COVID-19, EPNI postponed our annual meeting to September 14th. This year, there are 7 seats open for election – (5) of the seats have a term of 2020-2023 and (2) of the seats have a term of 2020-20 (filling a vacancy).  To enhance accessibility, EPNI is mailing a voter guide to residents and offering an extended online and mailed voting period.

  • May 2020 BLUH Meeting Update

    Missed this month's BLUH meeting?  Here's what we covered!

    Revised Development Proposal for 500 S 7th Street

    Bob Loken, ESG, returned to BLUH meeting to share a revised proposal for 500 S 7th Street.  The design of the development remains virtually unchanged from what was presented to BLUH on February 20th, with the exception of adjusting the height of the building from 8 stories to 10, following the recommendation of city staff and Planning Commissioners.  This change results in an increase in residential units from 195 to 240.

    Questions from the audience:

    - Is the daycare for the general community or for Thrivent or for the development itself?  It's open to the general community.

    - Are apartments market rate?  The units are market rate with a mix of unit types: studio, 1 bdrm, 2 bdrm.

    - Landscaping along bus stop area?  Trees are allowed in bus stop area if they are in tree grates.  

    - Exterior materials: Base will be a dark brick and top stories will be a composite metal (silver) panel

    - Height of building in comparison to Thrivent?  The height of the building will be similar to the height of the Thrivent HQ.

    - Will the skyway public?  Yes.

    - Parking?  The parking under this building and Thrivent combine to serve both buildings.  

    - Will there be a dedicated bus stop midblock on 7th, or is the picture of the bus on that slide just coincidence?

    - Any provision for future skyway to the south? No skyway planned for the south.  There have been discussions about a skyway to the east which would connect with HCMC, currently being lobbied for at the State.   

    Motion to support the land use application for 500 S 7th Street.  M. Dustrud/Schafer.  Motion passed. 

     

    Elliot Park Skate Park Project

    The much anticipated Elliot Park skate park project is moving forward with construction scheduled for summer of 2020.  Andrew Schilling, Minneapolis Park and Recreation Board and Paul Forsline, City of Skate, presented a few final details require consideration by the Elliot Park community.

    First, the Minneapolis Park and Recreation Board (MPRB) is submitting a Land Use Application for variance for patio located within the front yard setback (15 feet from property line adjacent to 8th street S) exceeding 50 square feet, walkways within required yards (15 feet from property line adjacent to 8th Street S, 8 feet from 9th Ave S) exceeding 12 feet in width, and skating infrastructure encroaching into the setbacks (15 feet from property line adjacent to 8th St S, 8 feet from 9th Ave S).

    Questions & Comments:

    - Will the concrete be strong enough to withstand freezing winters? Yes

    - Concern the space isn't large enough for the design and worried it will encroach on the soccer and basketball areas.  Andy reassured that there is adequate space and the skate park will not encroach on the field or basketball court.

    - Lighting and supervision?  Hours of operation?  Skate Park will be better lit and has a separate switch and can be shut off after hours.  Current closure is at 10 PM and will likely continue.

    - Concern that trees will be cut down.  Two trees will be removed and 10 will be planted.

    - How much water will there be in the landscape design?  The water features will be planted rain gardens and will only fill up when it's raining and designed to drain within two days.

    - Does the new design discourage camping under the ramps?  Yes, the ramps are solid and there's no ability to sit beneath. 

    Motion of support for the Elliot Park Skate Park land use application including variances for the patio, walkways, and infrastructure encroachment.  M. Anderson/Nasi.  Approved. 

    Second, MPRB requests use of additional Park Dedication Funds to support upgrades to the skate park project: 1) patio with seating & walkway, 2) salvaged fence added to NW corner of project, 3) concrete stamping, 4) colored concrete on ramps.

    Questions & Comments:

    What funds are available for future park improvements after this skate project is completed and funded? $903,226 remains if the $237,503 goes toward additional skate park items

    - What other parks projects are competing for these dollars?  Other parks eligible to receive these park dedication funds are: Franklin Steele and Triangle Park (the one in front of Drexel, not to be confused with the park next to Grant Park).  No other projects are pending that would be eligible for these funds at this time.

    - Use of park dedication funds should be equitable across Elliot Park neighborhood parks and future fund use should go toward Franklin Steele and Triangle Park (at Drexel).  Andy noted that MPRB is happy to work with the Elliot Park community and EPNI to make these future determinations.  

    Motion of support for utilizing additional $237,503 in park dedication funds for Elliot Park Skate Park project upgrades. M. Hirst/Nasi.
